ICAO Launches 2026 Technical Advisory Body (TAB) Assessment Cycle for CORSIA Phase 2

ICAO opened the 2026 Technical Advisory Body (TAB) assessment cycle from 9 February to 9 March 2026, inviting emissions unit programmes to apply for assessment against the CORSIA Emissions Unit Criteria.
The approved programmes will be eligible to supply CORSIA Eligible Emissions Units (CEEUs) for the 2027–2029 compliance period, which forms the first part of CORSIA’s mandatory Second Phase.
ICAO received applications from 25 emissions unit programmes. The applications, except information designated as business confidential, have been published to improve transparency throughout the assessment process.
The TAB will assess each programme against the ICAO CORSIA Emissions Unit Eligibility Criteria before making recommendations to the ICAO Council.
The ICAO Council will determine which programmes are approved to supply eligible emissions units that aircraft operators may use to satisfy future CORSIA offsetting requirements.
Aircraft operators are not required to take immediate action; however, organisations developing long-term carbon procurement strategies should monitor the assessment results before entering into future offsetting agreements for the 2027–2029 compliance period.
